SUBJECT : IMMEDIATE DELIVERY PROCEDURES THE FIRST ROUND OF                
          ACCELERATED TARIFF ELIMINATIONS UNDER PROVISIONS OF THE         
          NORTH AMERICAN FREE TRADE AGREEMENT (NAFTA)                     

THE FIRST ROUND OF ACCELERATED TARIFF ELIMINATIONS UNDER                  
PROVISIONS OF THE NORTH AMERICAN FREE TRADE AGREEMENT (NAFTA) ARE         
SCHEDULED TO GO INTO EFFECT ON JULY 1, 1997. ACCORDINGLY THE              
OFFICE OF FIELD OPERATIONS IS ISSUING A BLANKET AUTHORIZATION FOR         
THE RELEASE OF MERCHANDISE UNDER THE IMMEDIATE DELIVERY (ID)              
PROCEDURES IN ACCORDANCE WITH 19 CFR 142.21 (G).  THIS REQUEST            
MUST BE MADE AT THE TIME OF RELEASE OF THE MERCHANDISE.                   

IN THOSE INSTANCES WHERE THE CF 3461/CF 3461 (ALT) IS USED AS THE         
ENTRY AND IMPORTERS WISH TO RELEASE THEIR MERCHANDISE USING ID            
PROCEDURES, THOSE DOCUMENTS (CF 3461/ALT) MUST BE MARKED TO               
REFLECT THE CHANGE TO IMMEDIATE DELIVERY.  THIS WILL ALLOW FILERS         
TO ELECT A DATE OF ENTRY IN ORDER TO TAKE ADVANTAGE OF SUCH               
TARIFF CHANGES.                                                           

THE TARIFF NUMBERS ARE CONTAINED IN THE ANNEX TO THE JUNE 17TH            
TRANSMISSION THAT WENT TO ALL TRADE COMPLIANCE PROCESS OWNERS VIA         
CC:MAIL.  FILERS SHOULD BE DIRECTED TO CONTACT IMPORT SPECIALISTS         
FOR THE CHANGES.                                                          

UNDER IMMEDIATE DELIVERY PROCEDURES, THE ENTRY/ENTRY SUMMARY MUST         
BE FILED WITHIN TEN WORKING DAYS, CFR 141.68(C) 141.69(B).

THEREFORE, MERCHANDISE RELEASED ON OR AFTER JUNE 17TH UNDER               
IMMEDIATE DELIVERY PROCEDURES WILL HAVE AN ENTRY DATE UPON FILING         
OF THE ENTRY/ENTRY SUMMARY.
