ADMIN  MESSAGE 95-1087, DATED  NOVEMBER  8,  1995,  PROVIDED  THE         
REVISED RECORD LAYOUTS FOR THE ABI 'JJ' DRAWBACK TRANSACTION THAT         
INCLUDE  THE  'D50'  RECORD  FOR REPORTING CANADIAN IMPORT  ENTRY         
INFORMATION ON NAFTA DRAWBACK CLAIMS, AS WELL  AS CHANGES TO  THE         
'D90'  RECORD  TO  SUPPORT NAFTA.   THESE CHANGES  WILL  GO  INTO         
PRODUCTION AS  OF WEDNESDAY, JUNE 5, 1996.  WE APOLOGIZE FOR  THE         
DELAY IN MAKING THIS AVAILABLE.                                           

NAFTA DRAWBACK CLAIMS ARE DEFINED AS THOSE SUBJECT TO THE "LESSER         
OF" RULE, AND APPLY TO EXPORTS TO CANADA MADE ON OR AFTER JANUARY         
1,  1996.  THOSE CLAIMS NOT SUBJECT TO  THE "LESSER OF" RULE,  OR         
FOR EXPORTS MADE  TO CANADA PRIOR  TO JANUARY 1,  1996,  ARE  NOT         
CONSIDERED NAFTA CLAIMS FOR DRAWBACK PURPOSES.                            

FOR THE 'JJ' TRANSACTION, AT LEAST ONE NEW 'D50' RECORD IS TO  BE         
PROVIDED FOR CLAIM TYPES 41 AND 44  IF THE NAFTA INDICATOR IN THE         
'D10' RECORD IS A '1' AND THE CLAIM IS FOR EXPORTS TO CANADA MADE         
ON OR AFTER JANUARY 1, 1996.  LIKEWISE, IF THE CLAIM TYPE IS '42'         
COVERING DIRECT ID UNUSED MERCHANDISE NOT  IN  THE SAME CONDITION         
AS IMPORTED, AT  LEAST ONE 'D50' RECORD MUST  BE PROVIDED IF  THE         
NAFTA INDICATOR IN THE 'D10' RECORD IS A '1'.                             

THE 'D50' RECORD CONTAINS THE FOLLOWING REQUIRED INFORMATION:             

1. THE CANADIAN ENTRY NUMBER.                                             
2. THE CANADIAN IMPORT DATE.  THIS DATE HAS BEEN DEFINED AS THE           
   CANADIAN ENTRY ACCOUNTING DATE.                                        
3. THE  CANADIAN TARIFF  NUMBER  COVERING  THE  EXPORTS  ON THE           
   DRAWBACK CLAIM.                                                        
4. THE CANADIAN TARIFF DUTY RATE FOR THE GIVEN TARIFF NUMBER.             
5. THE CANADIAN DUTY AMOUNT  IN CANADIAN DOLLARS FOR  THE  GIVEN          
   TARIFF NUMBER.                                                         
6. THE EQUIVALENT U.S. DOLLAR AMOUNT OF THE CANADIAN DUTY FOR THE         
   GIVEN TARIFF NUMBER.  THE EQUIVALENT U.S. DOLLAR AMOUNT IS TO          
   BE COMPUTED USING  THE  FEDERAL RESERVE  RATE  FOR  CANADA AS          
   PUBLISHED BY  U.S. CUSTOMS USING THE CANADIAN ENTRY ACCOUNTING         
   DATE.                                                                  

ALSO, PLEASE NOTE THE CHANGES TO THE 'D90' RECORD TO INCLUDE THE          
'D50' COUNT IN POSITIONS 38-42, THE TOTAL CANADIAN DUTY IN POSITIONS      
43-54, AND THE TOTAL U.S. DOLLAR EQUIVALENT DUTY IN POSITIONS 55-66.
