THIS FACT SHEET IS BEING PROVIDED TO CLARIFY FACT SHEET #1A,              
MESSAGE #5343071, DATED DECEMBER 9, 1994, PLUS A PARAGRAPH ON             
CANADIAN IMPORTATIONS WHICH WAS UNINTENTIONALLY LEFT OUT.  SEE            
SECOND PARAGRAPH BELOW.                                                   

NAFTA GOODS ORIGINATING IN MEXICO AND IMPORTED FROM MEXICO MAY            
CONTINUE TO HAVE THEIR MERCHANDISE PROCESSING FEE (MPF)                   
CALCULATED USING .19 PERCENT IF THE SPECIAL PROGRAM INDICATOR             
(SPI) "MX" PRECEDES THE HARMONIZED TARIFF SCHEDULE OF THE UNITED          
STATES (1995) (HTS) ITEM NUMBER AND THE IMPORTER HAS A NAFTA              
CERTIFICATE OF ORIGIN ON FILE COVERING THE GOOD.                          

NAFTA GOODS ORIGINATING IN CANADA AND IMPORTED FROM CANADA MAY            
CONTINUE TO BE EXEMPT FROM THE MPF IF AN SPI "CA" PRECEDES THE            
HTS ITEM NUMBER AND THE IMPORTER HAS A NAFTA CERTIFICATE OF               
ORIGIN ON FILE COVERING THE GOOD.

THAT THE HTS WILL NOT REFLECT AN SPI IN THE SPECIAL COLUMN FOR A          
TARIFF ITEM NUMBER WHERE THE MFN RATE IS "FREE".                          

ENTRIES WHICH INCLUDE ONE OR MORE LINE ITEMS SUBJECT TO .21               
PERCENT MPF WILL BE SUBJECT TO A MINIMUM OF $25 AND A MAXIMUM OF          
$485 MPF.  ENTRIES WHICH INCLUDE ONE OR MORE LINE ITEMS SUBJECT           
TO .19 PERCENT MPF AND NO LINE ITEMS SUBJECT TO .21 PERCENT MPF           
WILL BE SUBJECT TO A MINIMUM OF $21 AND A MAXIMUM OF $400 MPF.            
ENTRIES WHICH DO NOT INCLUDE ANY LINE ITEMS SUBJECT TO .19                
PERCENT OR .21 PERCENT MPF WILL BE EXEMPT FROM THE MPF AND WILL
