THE FOLLOWING RESPONDS TO INQUIRIES MADE TO THIS OFFICE REGARDING         
THE COMPOSITION OF THE TAXPAYER OR EMPLOYER IDENTIFICATION                
NUMBERS FOR CANADA AND MEXICO:                                            

CANADA                                                                    

IN CANADA, THERE ARE TWO TYPES OF EMPLOYER NUMBERS THAT CAN BE            
USED ON THE CERTIFICATE OF ORIGIN.  THE FIRST IS CALLED AN                
EMPLOYER NUMBER, ASSIGNED TO EMPLOYERS WHO MAKE REMITTANCES TO            
INDIVIDUALS.  THIS NUMBER WAS ISSUED PRIOR TO 1989.  IT IS                
COMPOSED OF NINE (9) CHARACTERS: 3 ALPHA, 6 NUMERIC (ABC123456).          

THE SECOND TYPE OF NUMBER, WHICH HAS BEEN IN USE SINCE 1989, IS           
CALLED THE IMPORTER/EXPORTER NUMBER.  IT IS ALWAYS ASSIGNED BY            
CANADIAN CUSTOMS AND CONTAINS NINE CHARACTERS.  THESE CHARACTERS          
CAN BE ISSUED IN EITHER OF TWO COMBINATIONS: 3 ALPHA, 6 NUMERIC           
(ABC123456) OR 4 ALPHA, 5 NUMERIC (ZXYW98765).                            

MEXICO                                                                    

IN MEXICO, THERE ARE TWO TYPES OF EMPLOYER NUMBERS THAT CAN BE            
USED ON THE CERTIFICATE OF ORIGIN.  THESE ARE CALLED THE FEDERAL          
TAXPAYER REGISTRY NUMBER (RFC).  THE FIRST TYPE IS ISSUED TO              
INDIVIDUALS. IT CONSIST OF 13 CHARACTERS: THE FIRST FOUR (4) ARE          
ALPHA CHARACTERS, WHICH CLASSIFY THE NAME OF THE TAXPAYER.  THE           
FOLLOWING SIX (6) CHARACTERS ARE NUMERIC CHARACTERS, WHICH  SHOW          
THE DATE OF BIRTH OF THE TAXPAYER IN A YEAR-MONTH-DAY SEQUENCE.           
THE LAST THREE (3) CHARACTERS ARE AN ALPHANUMERIC CODE TO AVOID           
DUPLICATION OF CODES FOR TAXPAYERS WITH SIMILAR NAMES.

THE SECOND TYPE IS ISSUED TO CORPORATIONS AND CONSISTS OF 12              
CHARACTERS: THE FIRST THREE (3) ARE ALPHA CHARACTERS, WHICH               
CLASSIFY THE NAME OF THE CORPORATION.  THE FOLLOWING SIX (6) ARE          
NUMERIC CHARACTERS, WHICH SHOW THE DATE ON WHICH THE CORPORTATION         
WAS CONSTITUTED IN A YEAR-MONTH-DAY SEQUENCE.  AND THE LAST THREE         
CHARACTERS ARE AN APHANUMERIC CODE USED TO AVOID DUPLICATION OF           
CODES FOR CORPORATIONS WITH SIMILAR NAMES AND EXACLTY THE SAME            
DATE OF CONSTITUTION. (SFD330906BE7).
