          COST INDICATOR                                                  

BACKGROUND:                                                               

     FACT SHEET 10 CONTAINED INSTRUCTIONS FOR TRANSMITTING A NEW          
DATA ELEMENT REPRESENTING A NAFTA NET COST CONDITION FOR ANY              
MERCHANDISE WHOSE REGIONAL VALUE CONTENT WAS CALCULATED USING THE         
NET COST METHOD.  THIS CHANGE WAS MANDATED BY THE NAFTA AND               
THEREFORE MADE EFFECTIVE ON JANUARY 1, 1994.                              

ACTION:                                                                   

     IN ORDER TO GIVE FIRMS MORE TIME TO RE-PROGRAM THEIR                 
SOFTWARE SYSTEMS AND TO NOTIFY THEIR SUPPLIERS OF THE REQUIREMENT         
TO COMMUNICATE THIS INFORMATION VIA THE NAFTA CERTIFICATE OF              
ORIGIN, CUSTOMS WILL ALLOW A 30-DAY TRANSITION PERIOD (UNTIL              
1-31-94) FOR TRANSMISSION OF THIS INFORMATION.
