1. On 11/15/2016, the U.S. Court of International Trade issued an amended preliminary injunction enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain steel nails from the United Arab Emirates (A-520-804) for the period 05/01/2014 through 04/30/2015. This amended preliminary injunction was issued in connection with court number 16-00244.

2. This amended preliminary injunction enjoins liquidation of entries of certain steel nails from the United Arab Emirates that were subject to the final results of the administrative review published at Certain Steel Nails from the United Arab Emirates: Final Results of the Antidumping Duty Administrative Review; 2014-2015, 81 Fed. Reg. 71,482 (Dep't of Commerce Oct. 17, 2016) (final admin. review); were entered, or withdrawn from warehouse for consumption, during the period from 05/01/2014 through 04/30/2015; were produced and exported by Overseas Distribution Services, Inc. and imported by Overseas Distribution Services, Inc.; and remain unliquidated as of 5:00 p.m. on the fifth day following the date of the preliminary injunction order, dated Nov. 10, 2016.

3. Effective 11/15/2016 (the date the Court issued the amended preliminary injunction), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00 p.m. on 11/15/2016. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the amended preliminary injunction. In addition, the amended preliminary injunction issued on 11/15/2016 replaces and supersedes the preliminary injunction issued on 11/14/2016. Therefore, these instructions also replace and supersede message number 6320303, dated 11/15/2016.

5. The amended preliminary injunction applies to the liquidation instructions in message number 6312308, dated 11/07/2016.
