1. On 09/22/2026, Commerce issued a preliminary determination that steel wire garment hangers (hangers) completed in Cambodia using (1) steel wire or (2) steel wire and paper accessories produced in the People's Republic of China (China) (A-570-918) or the Socialist Republic of Vietnam (Vietnam) are circumventing the antidumping duty (AD) order on hangers from China, or the AD and countervailing duty (CVD) orders on hangers from Vietnam (A-552-812, C-552-813). See 91 FR 60086. 2. Specifically, Commerce preliminarily determined that hangers completed in Cambodia using Chinese-origin or Vietnamese-origin inputs, i.e., steel wire or steel wire and paper accessories, are covered by the scope of the orders based on the totality of the circumstances with respect to the criteria described in section 781(b) of the Tariff Act of 1930, as amended. 3. This preliminary circumvention determination is applicable on a country-wide basis, regardless of foreign producer, exporter, or importer. 4. Suspension of Liquidation 4a. Continue to suspend liquidation of entries of hangers completed in Cambodia using Chinese-origin or Vietnamese-origin (1) steel wire or (2) steel wire and paper accessories that are already subject to the suspension of liquidation under the AD order on hangers from China or the AD and CVD orders on hangers from Vietnam in accordance with messages 5225404 and 5225405, dated 08/13/2025. 4b. For all entries of hangers completed in Cambodia using Chinese-origin or Vietnamese-origin (1) steel wire or (2) steel wire and paper accessories not already subject to the suspension of liquidation, CBP shall suspend liquidation, of shipments entered, or withdrawn from warehouse, for consumption on or after 08/12/2025. CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry. 4c. As a result of this preliminary determination of circumvention on hangers completed in Cambodia using Chinese-origin or Vietnamese-origin (1) steel wire or (2) steel wire and paper accessories, imports of hangers from Cambodia are subject to certification requirements. For shipments of hangers from Cambodia, entered, or withdrawn from warehouse, for consumption on or after 08/12/2025, the following cash deposit requirements apply: 4c(i). The entry is subject to the cash deposit requirements established in the AD and CVD orders on hangers from Vietnam (A-552-812/C-552-813) unless the importer and exporter have certified that the entry was produced from Chinese-origin (1) steel wire or (2) steel wire and paper accessories. 4c(ii). If the importer and exporter have certified that the entered product was produced from Chinese-origin (1) steel wire or (2) steel wire and paper accessories, the entry is subject to the certification requirements enumerated below and the cash deposit requirements established in the AD order on hangers from the People's Republic of China (A-570-918). 4d. Commerce has established the following third-country case number to allow hangers completed in Cambodia using Chinese-origin (1) steel wire or (2) steel wire and paper accessories to be properly reported as subject to the AD order on steel wire garment hangers from the People's Republic of China (A-570-918) upon entry, provided the certification requirements have been met. Third Country: Cambodia Case Number: A-555-918 Producer and/or Exporter: All Others Case Number: A-555-918-000 Cash Deposit Rate: 187.25% For all other entries where the certification requirements are not met, Commerce has established the following third-country case numbers for hangers exported from Cambodia to be properly reported as subject to the AD and CVD orders on steel wire garment hangers from the Socialist Republic of Vietnam (A-552-812/C-552-813) Third Country: Cambodia Case Number: A-555-812 Case Number: C-555-813 Producer and/or Exporter: All Others Case Number: A-555-812-000 AD Cash Deposit Rate: 220.68% Producer and/or Exporter: All Others Case Number: C-555-813-000 CVD Cash Deposit Rate: 31.58% The third country AD/CVD case number(s) above have been assigned for CBP purposes. 4e. Entries of products covered by subparagraphs 4a, 4b, 4c, and 4d should not be liquidated until specific liquidation instructions are issued. Any entries which are set for liquidation must be unset immediately. 5. Certification requirements 5a. Eligibility for Certification 5a(i). Importers, exporters, and producers of hangers from Cambodia (excluding the companies listed in paragraph 5a(ii)) are eligible for the certification process detailed below. 5a(ii). Alpha Hanger (Cambodia) Co., Ltd.; 001 Everbrit Industrial (Cambodia) Co Ltd; and Kaining Metal Product (Cambodia) Co are not eligible to participate in the certification program established for exports of hangers from Cambodia. 5b. Certification Requirements for importers, exporters and producers certifying that imports of hangers from Cambodia produced from Chinese-origin (1) steel wire or (2) steel wire and paper accessories: 5b(i). The importer is required to complete and maintain the applicable importer certification, and maintain a copy of the applicable producer certification, and retain all supporting documentation for both certifications. With the exception of the entries described below, the importer certification must be completed, signed, and dated by the time the entry summary is filed for the relevant entry. 5b(ii). If the producing company and the exporting company are the same, the importer, or the importer's agent, must submit the importer's certification, the producer/exporter certification, and documentation demonstrating that the country-of-origin of the (1) steel wire or (2) steel wire and paper accessories used in the production of the exported steel wire garment hangers was Chinese. Such certifications and documentation must be submitted to CBP at the time that the entry summary is filed by uploading these documents into the document imaging system (DIS) in the Automated Customs Environment (ACE). 5b(iii). If the producing company and the exporting company are different, the importer, or the importer's agent, must submit the importer's certification, the producer's certification, and the exporter's certification, and documentation demonstrating the Chinese-origin of the (1) steel wire or (2) steel wire and paper accessories used in the production of the exported steel wire garment hangers. Such certifications and documentation must be submitted to CBP at the time that the entry summary is filed by uploading these documents into DIS in ACE. 5b(iv). Where the importer uses a broker to facilitate the entry process, the importer should obtain the entry summary number from the broker. Agents of the importer, such as a broker, however, are not permitted to certify on behalf of the importer. Consistent with CBP's procedures, an importer shall identify certified entries by using the importer's additional declaration (record 54), AD/CVD Certification Designation (type code 6) when filing an entry summary. 5b(v). Where the producer and the exporter are the same entity, the producer/exporter is required to complete and maintain the applicable producer/exporter certification and provide the importer with a copy of that certification and all supporting documentation (e.g., invoice, purchase order, production records, etc.). With the exception of the entries described below, the producer certification must be completed, signed, and dated by the time of shipment of the relevant entry. The producer/exporter certification should be completed by the party producing and exporting the steel wire garment hangers that were manufactured in Cambodia to the United States. 5b(vi). Where the producer and exporter are different entities, (1) the producer is required to complete and maintain the applicable producer certification and provide the importer with a copy of that certification and all supporting documentation (e.g., invoice, purchase order, production records, etc.), and (2) the exporter is required to complete and maintain the applicable exporter certification and provide the importer with a copy of that certification and all supporting documentation (e.g., invoice, purchase order, production records, etc.). 5b(vii). Additionally, the claims made in the certifications and supporting documentation are subject to verification by Commerce or CBP. Importers and producers are required to maintain the certifications and supporting documentation until the later of: (1) the date that is five years after the latest entry date of the entries covered by the certification; or (2) the date that is three years after the conclusion of any litigation in the United States courts regarding such entries. 5c. If CBP determines that the certification and/or documentation requirements identified have not been met (i.e., CBP determines the certification and/or documentation is deficient or otherwise unacceptable), for all entries of hangers completed in Cambodia entered, or withdrawn from warehouse, for consumption on or after 08/12/2025, CBP shall suspend liquidation of all such entries as subject to the AD and CVD orders on hangers from Vietnam, and shall require the importer to post applicable AD and CVD cash deposits. Such suspended entries will be liquidated pursuant to applicable administrative reviews of the steel wire garment hangers from Vietnam AD and CVD orders or through the automatic liquidation process. 5d. Certification Timing and Format Requirements For hangers that were entered, or withdrawn from warehouse, for consumption during the period 08/12/2025 through 11/06/2026, where the entry has not been liquidated (and entries for which liquidation has not become final), the importer, exporter, and producer certifications (and producer/exporter certifications, if applicable) should be completed and signed as soon as practicable, but not later than 11/06/2026. For such unliquidated entries made prior to the publication of the preliminary determination which are suspended under the Vietnam orders, the importer, exporter, producer (or producer/exporter, if applicable) each have the option to complete a blanket certification covering multiple entries, individual certifications for each entry, or a combination thereof. The importer's certification, exporter's certification, and producer's certification (and the producer/exporter's certification, if applicable), the commercial invoice, and documentation supporting the country of origin of the steel wire or type of input if not steel wire used to produce the steel wire garment hangers should be uploaded to the DIS in ACE as soon as practicable, but not later than 11/06/2026. 6. Certifications Importer Certification I hereby certify that: A. My name is {IMPORTING COMPANY OFFICIAL'S NAME} and I am an official of {IMPORTING COMPANY}, located at {ADDRESS OF IMPORTING COMPANY}. B. I have direct personal knowledge of the facts regarding the importation into the Customs territory of the United States of the steel wire garment hangers assembled in Cambodia that entered under entry summary number(s), identified below, and are covered by this certification. "Direct personal knowledge" refers to facts the certifying party is expected to have in its own records. For example, the importer should have direct personal knowledge of the importation of steel wire garment hangers, including the producer, exporter and/or foreign seller's identity and location. C. If the importer is acting on behalf of the first U.S. customer, include the following sentence as paragraph C of this certification: The steel wire garment hangers covered by this certification were imported by {IMPORTING COMPANY} on behalf of {U.S. CUSTOMER}, located at {ADDRESS OF U.S. CUSTOMER}. If the importer is not acting on behalf of the first U.S. customer, include the following sentence as paragraph C of this certification: {NAME OF IMPORTING COMPANY} is not acting on behalf of the first U.S. customer. D. The steel wire garment hangers covered by this certification were shipped to {NAME OF PARTY IN THE UNITED STATES TO WHOM THE MERCHANDISE WAS FIRST SHIPPED}, located at {U.S. ADDRESS TO WHICH MERCHANDISE WAS SHIPPED}. E. I have personal knowledge of the facts regarding the assembly of the imported products covered by this certification. "Personal knowledge" includes facts obtained from another party, (e.g., correspondence received by the importer (or exporter) from the producer regarding the Chinese inputs used to produce the imported products). F. I. I understand that, if the producer and the exporter are not the same entity, {IMPORTING COMPANY} is required to maintain a copy of the producer certification (attesting to the assembly of the imported merchandise identified above, if the producing company and the exporting company are not the same), and any supporting documentation provided to the importer by the producer, until the later of (1) the date that is five years after the latest entry date of the entries covered by the certification or (2) the date that is three years after the conclusion of any litigation in the United States courts regarding such entries. J. I understand that, if the producer and the exporter are not the same entity, {IMPORTING COMPANY} is required to maintain a copy of the exporter certification (attesting to the assembly and exportation of the imported merchandise identified above, if the producing company and the exporting company are not the same), and any supporting documentation provided to the importer by the exporter, until the later of (1) the date that is five years after the latest entry date of the entries covered by the certification or (2) the date that is three years after the conclusion of any litigation in United States courts regarding such entries. K. I understand that, if the producer and the exporter are the same entity, {IMPORTING COMPANY} is required to maintain a copy of the producer/exporter certification (attesting to the assembly/exportation of the imported merchandise identified above, if the producing company and the exporting company are the same), and any supporting documentation provided to the importer by the exporter, until the later of (1) the date that is five years after the latest entry date of the entries covered by the certification or (2) the date that is three years after the conclusion of any litigation in United States courts regarding such entries. L. I understand that {IMPORTING COMPANY} is required to submit a copy of the importer, exporter (as applicable), producer (as applicable), and exporter/producer certifications (as applicable) as part of the entry summary by uploading them into the document imaging system (DIS) in ACE, and to provide U.S. Customs and Border Protection (CBP) and/or the U.S. Department of Commerce (Commerce) with the importer certification, and any supporting documentation, and a copy of the exporter, producer, or exporter/producer's certification, and any supporting documentation provided to the importer by such parties, upon request of either agency. Consistent with CBP's procedures, importers shall identify certified entries by using importers' additional declaration (record 54) AD/CVD Certification Designation (type code 06) when filing entry summary. M. I understand that the claims made herein, and the substantiating documentation, are subject to verification by CBP and/or Commerce. N. I understand that failure to maintain the required certification and supporting documentation, or failure to substantiate the claims made herein, or not allowing CBP and/or Commerce to verify the claims made herein, may result in a de facto determination that all entries to which this certification applies are within the scope of the antidumping duty (AD) and countervailing duty (CVD) orders on steel wire garment hangers from Vietnam. I understand that such finding will result in: (i) suspension of liquidation at the AD and CVD rates applicable to the Vietnam Order of all unliquidated entries (and entries for which liquidation has not become final) for which these requirements were not met; (ii) the importer being required to post the AD and CVD cash deposits determined by Commerce; and (iii) the importer no longer being allowed to participate in the certification process. O. I understand that agents of the importer, such as brokers, are not permitted to make this certification. When a broker or other party was used to facilitate the entry process, {NAME OF IMPORTING COMPANY} obtained the entry summary number and date of entry summary from that party. P.
