1. On 08/25/2025, Commerce issued a final scope ruling that the RST Brands, LLC flow wall cabinets are covered by the scope of the antidumping and countervailing duty orders on wooden cabinets and vanities and components thereof from the People's Republic of China (A-570-106; C-570-107). 2. Specifically, Commerce determined that flow wall cabinets are covered by the scope of the orders because the RST Brands, LLC flow wall cabinets are cabinets and vanities that are for permanent installation. Commerce determined in the investigation that cabinets with mounting brackets and hang rails, held in place by gravity, are considered to be permanently mounted. RST Brands, LLC flow wall cabinets rely on spanner brackets and spanner bars, attached to a wall panel, to hold the cabinets in place via gravity. Consistent with this earlier prior decision, RST Brands, LLC flow wall cabinets are considered to be for permanent installation and therefore fall within the scope of the orders. 3. This final scope ruling is applicable only to merchandise imported by RST Brands, LLC. 4a. Continue to suspend liquidation of entries of flow wall cabinets already subject to the suspension of liquidation under the antidumping and countervailing duty orders on wooden cabinets and vanities and components thereof from the People's Republic of China at the cash deposit rate in effect on the date of entry in accordance with message 5154428, dated 06/03/2025. 4b. For all entries of RST Brands, LLC flow wall cabinets not already subject to the suspension of liquidation, CBP should suspend liquidation of : (i) shipments entered, or withdrawn from warehouse, for consumption on or after 04/25/2025, and (ii) shipments entered, or withdrawn from warehouse, for consumption on or after 11/04/2021. CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry. 4c. The injunctions with court numbers 20-00110, 26-262, 24-00224, and 24-00223 discussed in message numbers 3285411, 411042, 5044401, and 505407 dated 10/12/2023, 04/19/2024, 02/13/2025, and 02/24/2025, respectively, may be applicable to the entries covered by this message. Accordingly, continue to suspend liquidation of entries covered by message numbers 3285411, 4110402, 5044401, and 5055407 until liquidation instructions are issued. 5. Entries of products covered by paragraph 4 should not be liquidated until specific liquidation instructions are issued. 6. In accordance with 19 CFR 351.225(1)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 7.
