1. ON 01/16/09, THE U.S. COURT OF INTERNATIONAL TRADE (CIT) ISSUED A PRELIMINARY INJUNCTION ENJOINING LIQUIDATION OF CERTAIN ENTRIES WHICH ARE SUBJECT TO THE ANTIDUMPING DUTY ORDER AND COUNTERVAILING DUTY ORDER ON CERTAIN STAINLESS STEEL PLATE IN COILS (SSPC) FROM BELGIUM (A-423-808, C-423-809), PRODUCED AND EXPORTED BY UGINE & ALZ BELGIUM N.V. SEE MESSAGE NUMBER 9028207, DATED 1/28/2009.

2. SUBSEQUENTLY, ON 08/16/2010, THE CIT ISSUED AN ORDER MODIFYING THE PRELIMINARY INJUNCTION. IN ACCORDANCE WITH THE 08/16/2010 MODIFICATION, THE CIT ISSUED INSTRUCTIONS ENJOINING LIQUIDATION OF CERTAIN ENTRIES OF SSPC FROM BELGIUM WHICH CONTAIN MERCHANDISE THAT (I) IS 4.75 MM OR MORE IN NOMINAL THICKNESS, BUT WHICH HAS AN ACTUAL THICKNESS OF LESS THAN 4.75 MM, AND WITHIN THE DIMENSIONAL TOLERANCES SPECIFIED UNDER ASTM STANDARD A480/480M, (II) WAS PRODUCED AND EXPORTED BY UGINE & ALZ BELGIUM N.V., ANY OF IT PREDECESSORS-IN-INTEREST, AS DETERMINED BY THE DEPARTMENT OF COMMERCE (COMMERCE), AND/OR ANY OF ITS SUCCESSORS-IN-INTEREST, AS DETERMINED BY COMMERCE, AND (III) IS OTHERWISE SUBJECT TO THE ANTIDUMPING DUTY ORDER AND COUNTERVAILING DUTY ORDER ON CERTAIN SSPC FROM BELGIUM.

3. THE INJUNCTION AND AMENDED INJUNCTION WERE ISSUED IN CONNECTION WITH COURT CASE NUMBER 08-00434 AND ENJOIN LIQUIDATION OF THE ENTRIES DESCRIBED IN PARAGRAPH 2 ABOVE.

4. ACCORDINGLY, UNTIL FURTHER NOTICE, DO NOT LIQUIDATE ENTRIES OF SUBJECT MERCHANDISE WHICH CONTAIN MERCHANDISE THAT IS 4.75 MM OR MORE IN NOMINAL THICKNESS, BUT WHICH HAS AN ACTUAL THICKNESS OF LESS THAN 4.75 MM, AND WITHIN THE DIMENSIONAL TOLERANCES SPECIFIED UNDER ASTM STANDARD A480/480M, AND WAS PRODUCED AND EXPORTED BY UGINE & ALZ BELGIUM N.V., ITS PREDECESSOR-IN-INTEREST, ALZ N.V., AND/OR ITS SUCCESSOR-IN-INTEREST, ARCELORMITTAL STAINLESS BELGIUM N.V.

5. AS SPECIFIED IN MESSAGE NUMBER 9028207, DATED 1/28/2009, THIS AMENDED INJUNCTION CONTINUES TO APPLY TO THE LIQUIDATION INSTRUCTIONS COVERED BY THE FOLLOWING MESSAGE NUMBERS, SUBJECT TO ANY MODIFICATIONS TO THOSE LIQUIDATION INSTRUCTIONS:
