The rules of practice shall apply to all Postal Service proceedings concerning applications, denials, suspensions and revocations of Periodicals mailing privileges arising under former title 39 U.S.C. 4351,4352,4353,4354,4355,4356,and. 3 of the Postal Reorganization Act (Pub. L. 91-375).
