1. This is a correction to message 7264303, dated 09/21/2017, to correct the RE line and paragraphs 2, 3 and 5 of that message.

2. The RE line and paragraphs 2, 3 and 5 of message 7264303 contains incorrect information about the end date of provisional measures and the beginning date of the lifting of suspension of liquidation. Below is the fully corrected message.

This instruction constitutes notice of the lifting of suspension of liquidation (see paragraph 5 below).

3. In accordance with section 733(d) of the Tariff Act of 1930, as amended, Commerce shall order the suspension of liquidation of entries of merchandise subject to an antidumping duty investigation and shall order the collection of estimated duties for a temporary period (the provisional-measures period). When entries of subject merchandise continue to be suspended after the close of the provisional-measures period, Commerce must instruct CBP to terminate suspension and liquidate entries without regard to antidumping duties on such merchandise.

4. On 08/23/2017, the provisional-measures period expired; suspension of liquidation of entries of subject merchandise may have continued.

5. Accordingly, for suspended entries of emulsion styrene-butadiene rubber from Poland that were entered, or withdrawn from warehouse, for consumption during the period 08/23/2017 through 09/14/2017, CBP should terminate the suspension of liquidation and liquidate the entries without regard to antidumping duties (i.e., refund all cash deposits).

6. The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.

7. Message 7264303 constitutes the notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraph 5. Accordingly, notice of the lifting of suspension occurred on 09/20/2017, the date of message 7264303. Unless instructed otherwise, for all other shipments of emulsion styrene-butadiene rubber from Poland, you shall continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates.
