1. On 10/11/2019, Commerce published in the Federal Register its affirmative preliminary determination and determination of critical circumstances in the countervailing duty (CVD) investigation of certain quartz surface products from India (subject merchandise) (84 FR 54838). Additionally, Commerce has aligned the deadline for the final determination in the CVD investigation with the deadline for the final determination in the companion antidumping duty investigation of the same merchandise, currently scheduled to be issued no later than 02/18/2020.

2. The merchandise covered by this investigation is described in message 9154304, dated 06/03/2019.

3. This proceeding has been assigned case number C-533-890.

4. Cash Deposits for the companies identified below

4a. Commerce did not find critical circumstances for the producers and/or exporters identified below. Accordingly, CBP shall suspend liquidation of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 10/11/2019, and shall require, for such entries, a cash deposit equal to the percentages of entered value for the producer and/or exporter listed below.

4b. Commerce has determined that critical circumstances exist for imports of subject merchandise from the producer and/or exporter identified below. Accordingly, for imports of such merchandise, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 07/19/2019, and shall require, for such entries, a cash deposit equal to the percentage of entered value for the producer and/or exporter listed below.

4c. Commerce found a de minimis subsidy rate on imports of subject merchandise for the producer/exporter combination identified below. Accordingly, CBP is directed not to suspend liquidation of imports of shipments from this producer/exporter combination.

Merchandise exported by Antique Marbonite Private Limited, India, Antique Granito Shareholders Trust, Shivam Enterprises, or Prism Johnson Limited that is produced by any company other than Antique Marbonite Private Limited, India, and merchandise produced by Antique Marbonite Private Limited, India that is exported by any company other than Antique Marbonite Private Limited, India, Antique Granito Shareholders Trust, Shivam Enterprises, or Prism Johnson Limited is not subject to this exclusion from suspension of liquidation. Such merchandise, entered or withdrawn from warehouse, for consumption on or after 10/11/2019, should be entered under case number C-533-890-000 and suspended at the all-others cash deposit rate.
