Paragraph 2 provides additional liquidation instructions for companies listed in paragraph 1 (unless paragraphs 4a, 4b, or 4c apply):

2. For entries of certain refrigerator/freezer trim kits from China imported by Meridian LLC (as referenced in message number 6055301 dated 02/24/2016; see also message number 7208307, dated 07/27/2017) from any of the companies above, which were entered, or withdrawn from warehouse, for consumption during the period 01/01/2017 through 7/27/2017, liquidate at the cash deposit rate in effect at the time of entry for the producer and/or exporter, rather than the 0.00 percent cash deposit rate referenced in message number 6055301 dated 02/24/2016. For entries during the period 7/28/2017 through 12/31/2017, paragraph 1 applies.

3. Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraphs 1 and 2 occurred with the publication of the notice of rescission in part of administrative review (84 FR 35069, 07/22/2019). Unless instructed otherwise, for all other shipments of aluminum extrusions from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates.

4. Injunctions and continued suspension of liquidation:

4a. The injunction with court number 17-00216, discussed in message number 7263302, dated 09/20/2017, is applicable to entries which a) were the subject of Commerce's final determination in Aluminum Extrusions from the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti Circumvention Inquiry, 82 Fed. Reg. 34,630 (July 26, 2017); and b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; c) were entered, or withdrawn from warehouse, for consumption on or after 03/21/2016, and that remain unliquidated as of 09/15/2017. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued.

4b. The injunction with court number 19-00012, discussed in message 9116304, dated 04/26/2019, is applicable to entries a) made by Worldwide Door Components, Inc. as the importer; b) of the eighteen (18) Worldwide Door Components, Inc. door threshold products covered by the Department of Commerce's final scope determination in Antidumping and Countervailing Duty Orders on Aluminum Extrusions from the People's Republic of China: Final Scope Rulings on Worldwide Door Components, Inc., MJB Wood Group Inc., and Columbia Aluminum Products Door Thresholds, dated December 19, 2018; and c) that remain unliquidated as of 04/22/2019. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued.

4c. Until further notice, continue to suspend liquidation of the following entries until liquidation instructions are issued: certain kitchen appliance door handles from the China imported by Meridian Products LLC entered, or withdrawn from warehouse, for consumption on or after 07/28/2016, as referenced in message number 6285306, dated 10/11/2016.

5. The assessment of countervailing duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties. The interest provisions are not applicable to cash or bonds posted as estimated countervailing duties before the date of publication of the countervailing duty order. Interest shall be calculated from the date payment of estimated countervailing duties is required through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period.
