1. On 09/13/2019, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain hot-rolled flat-rolled carbon-quality steel products (hot-rolled steel) from the Russian Federation (Russia) (Customs and Border Protection case number A-462-809) (Department of Commerce case number A-821-809) for the period 12/01/2016 through 11/30/2017. This SI was issued in connection with court number 19-00172.

2. This SI enjoins liquidation of entries of hot-rolled steel from Russia that: (1) were produced and/or exported by Novolipetsk Steel (“NLMK”); (2) were the subject of the United States Department of Commerce's final determination in Certain Hot-Rolled Flat-Rolled Carbon-Quality Steel Products From the Russian Federation: Final Results and Rescission of
Antidumping Duty Administrative Review; 2016-2017, 84 Fed. Reg. 38,948 (Aug. 8. 2019); and (3) were entered, or withdrawn from warehouse for consumption, on or after 12/01/2016 through 11/30/2017.

3. The acronym “NLMK” was not covered by the company-specific liquidation message (see paragraph 1 of message 9239305), but such entries under “NLMK” are covered by the same rate and case number.

4. Effective 09/13/2019 (the date the Court issued the SI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 09/13/2019. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

5. Additionally, the Court ordered that entries inadvertently liquidated after this order is signed but before this injunction is fully implemented by U.S. Customs and Border Protection shall be promptly returned to unliquidated status and suspended in accordance with this injunction.

6. Effective immediately, CBP is instructed to follow the terms of the SI.

7. The SI applies to the liquidation instructions in message number 9239305, dated 08/27/2019.
