1. On 07/15/2019, the U.S. Court of International Trade issued a temporary restraining order (TRO) enjoining the collection of cash deposits on imports of certain softwood lumber products at the cash deposit rates established in the final results of expedited review of the countervailing duty order on certain softwood lumber products (softwood lumber) from Canada (final results) for the period 01/01/2015 through 12/31/2015 (84 FR 32121, 07/05/2019) for certain producers and/or exporters, listed below. This TRO was issued in connection with court number 19-00122.

2. This TRO enjoins the collection of cash deposits for softwood lumber products: (1) at the cash deposit rates established in the final results of expedited review; (2) that were entered, or withdrawn from warehouse, for consumption on or after 07/05/2019; and (3) that were produced and/or exported by any of the following companies. Some of these companies were assigned a specific cash deposit rate, others were identified as being excluded from the order and no cash deposit rate was assigned in ACE. Accordingly, Commerce has deactivated the company case numbers identified below that are associated with these companies. Effective 07/05/2019, entries of subject merchandise from these companies should be entered under C-122-858-000:

3. Effective 07/15/2019 (the date the Court issued the TRO), CBP is to collect cash deposits for the companies listed in paragraph 2 at the all-others rate under C-122-858-000 for entries that were entered, or withdrawn from warehouse, for consumption on or after 07/05/2019.

4. Effective immediately, CBP is instructed to follow the terms of the TRO.

5. The TRO applies to the cash deposit instructions in message number 9186306, dated 07/05/2019.
