1. On 07/05/2019, the U.S. Court of International Trade issued a temporary restraining order (TRO) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on oil country tubular goods from the People's Republic of Korea (A-580-870) for the period 09/01/2016 through 08/31/2017. This TRO was issued in connection with court number 19-00092.

2. This TRO enjoins liquidation of entries which 1) were produced and/or exported by Hyundai Steel Company; 2) were the subject of the United States Department of Commerce's final results in Certain Oil Country Tubular Goods from the Republic of Korea, 84 FR 24,085 (May 24, 2019); and 3) were entered or withdrawn from warehouse, for consumption, on or after September 1, 2016, up to and including August 31, 2017.

3. Effective July 5, 2019 (the date the Court issued the TRO), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of the effective date of the TRO. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. This TRO shall expire on the latter of 14 days from the date of the order by the Court of International Trade or the date upon which the Court of International Trade rules on Hyundai Steel Company's motion for preliminary injunction.

4. Effective immediately, CBP is instructed to follow the terms of the TRO.

5. The TRO applies to the liquidation instructions in message number 9168303, dated 6/17/2019.
