STEEL FLAT PRODUCTS FROM JAPAN WITH THE CASE NUMBER A-588-
824. HOWEVER, FOR CUSTOMS PURPOSES, PLEASE REFER TO CASE
NUMBER A-588-826.

1. ON MARCH 29, 1999 (64 FR 14861) THE DEPARTMENT OF COMMERCE
ISSUED THE FINAL RESULTS OF A CHANGED CIRCUMSTANCES REVIEW,
REVOKING THE ORDER ON CERTAIN CORROSION-RESISTANT CARBON
STEEL FLAT PRODUCTS FROM JAPAN (A-588-826) MEETING THE
FOLLOWING SPECIFICATIONS: (1) WIDTHS RANGING FROM 10
MILLIMETERS (0.394 INCHES) THROUGH 100 MILLIMETERS (3.94
INCHES); (2) THICKNESSES, INCLUDING COATINGS, RANGING FROM
0.11 MILLIMETERS (0.004 INCHES) THROUGH 0.60 MILLIMETERS
(0.024 INCHES); AND (3) A COATING THAT IS FROM 0.003
MILLIMETERS (0.00012 INCHES) THROUGH 0.005 MILLIMETERS
(0.000196 INCHES) IN THICKNESS AND THAT IS COMPRISED OF
EITHER TWO EVENLY APPLIED LAYERS, THE FIRST LAYER CONSISTING
OF 99% ZINC, 0.5 PERCENT COBALT, AND 0.5 PERCENT MOLYBDENUM,
FOLLOWED BY A LAYER CONSISTING OF CHROMATE, OR THREE EVENLY
APPLIED LAYERS,
THE FIRST LAYER CONSISTING OF 99 PERCENT ZINC, 0.5 PERCENT
COBALT, AND 0.5 PERCENT MOLYBDENUM FOLLOWED BY A LAYER
CONSISTING OF CHROMATE AND FINALLY A LAYER CONSISTING OF
SILICATE.


THE COMMERCE DEPARTMENT DETERMINED THAT THE AFFIRMATIVE
STATEMENT OF NO INTEREST BY PETITIONERS WITH REGARD TO THE
PRODUCT DESCRIBED ABOVE CONSTITUTED CHANGED CIRCUMSTANCES.
THEREFORE, THE PRODUCT DESCRIBED ABOVE IS NO LONGER WITHIN
THE SCOPE OF THE ANTIDUMPING DUTY ORDER COVERING CERTAIN
CORROSION-RESISTANT CARBON STEEL FLAT PRODUCTS FROM JAPAN
(A-588-826).

EFFECTIVE IMMEDIATELY, TERMINATE SUSPENSION AND LIQUIDATE
ALL UNLIQUIDATED ENTRY SUMMARIES, REGARDLESS OF ENTRY
SUMMARY DATE, OF THE PRODUCT LISTED ABOVE.

REFUND ANY CASH DEPOSITS WITH INTEREST AND RELEASE ANY BONDS
RELATING TO THE PRODUCT LISTED ABOVE.

THE ASSESSMENT OF ANTIDUMPING DUTIES BY THE CUSTOMS SERVICE
ON ENTRIES OF THIS MERCHANDISE IS SUBJECT TO THE PROVISIONS
OF SECTION 778 OF THE TARIFF ACT OF 1930. SECTION 778
REQUIRES THAT CUSTOMS PAY INTEREST ON OVERPAYMENTS, OR
ASSESS INTEREST ON UNDERPAYMENTS, OF THE REQUIRED AMOUNTS
DEPOSITED AS ESTIMATED ANTIDUMPING DUTIES. THE INTEREST
PROVISIONS ARE NOT APPLICABLE TO CASH OR BONDS POSTED AS
ESTIMATED ANTIDUMPING DUTIES BEFORE THE DATE OF PUBLICATION
OF THE ANTIDUMPING DUTY ORDER. INTEREST SHALL BE CALCULATED
FROM THE DATE PAYMENT OF ESTIMATED ANTIDUMPING DUTIES IS
REQUIRED THROUGH THE DATE OF LIQUIDATION. THE RATE AT WHICH
SUCH INTEREST IS PAYABLE IS THE RATE IN EFFECT UNDER SECTION
6621 OF THE INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD.

CONTINUE TO SUSPEND LIQUIDATION OF ENTRY SUMMARIES OF
CERTAIN CORROSION-RESISTANT CARBON STEEL FLAT PRODUCTS
SUBJECT TO THE ANTIDUMPING DUTY ORDER COVERING CERTAIN
CORROSION-RESISTANT CARBON STEEL FLAT PRODUCTS FROM JAPAN.
