• Effective Date: Dec 19, 2018

1. On 12/19/2018, in response to a request by Worldwide Door Components Inc. (Worldwide), Commerce issued a final scope determination that door thresholds which Worldwide imports are within the scope of the antidumping duty order on aluminum extrusions from the People's Republic of China (A-570-967).

2. Because the imported product fits the description of subject aluminum extrusions as described in the Aluminum Extrusions from the People's Republic of China: Antidumping Duty Order, Commerce found this product to be within the scope of the order. The aluminum extruded components of the door thresholds are parts for final finished products, i.e., parts for doors, which are assembled after importation (with additional components) to create the final finished product, and otherwise meet the definition of in-scope merchandise. Furthermore, door thresholds, which constitute aluminum extrusion components attached to non-aluminum extrusion components, may also be described as subassemblies pursuant to the scope of the order, although the non-aluminum extrusion components of the door thresholds which are assembled with the in-scope aluminum extrusion components, are not included in the scope of the order. The scope of the order also expressly covers aluminum extrusions that may be identified with reference to their end-use, such as door thresholds. Finally, the door thresholds are not excluded under the finished merchandise exclusion.

3. Continue to suspend liquidation of entries of aluminum extrusions from the People's Republic of China, including door thresholds imported by Worldwide described above, subject to the antidumping duty order on aluminum extrusions from the People's Republic of China.
