1. On 02/05/2019, the International Trade Commission (ITC) published in the Federal Register its final determination in the antidumping duty investigation of large diameter welded pipe from India (A-533-881) (84 FR 1785). The ITC determined that a U.S. industry is not materially injured or threatened with material injury by reason of imports of a subset of that merchandise, specifically, stainless steel pipe and welded structural pipe. Therefore, stainless steel pipe and welded structural pipe are not covered by the antidumping duty order on large diameter welded pipe (see message 9072301, dated 03/13/2019).

2. CBP should discontinue the suspension of liquidation of entries of stainless steel pipe and welded structural pipe which were entered, or withdrawn from warehouse, for consumption on or after 08/27/2018 (the date of first suspension of liquidation of subject merchandise). Entries should be liquidated without regard to antidumping duties. All estimated antidumping duties deposited on entries of stainless steel pipe and welded structural pipe shall be refunded and bonds or other security released. Welded structural pipe from India is defined for this purpose as structural pipe which is produced only to American Society for Testing and Materials (ASTM) standards A500, A252, or A53, or other relevant domestic specifications, or comparable foreign specifications, grades and/or standards or to proprietary specifications, grades and/or standards.

3. Notice of the lifting of suspension of liquidation of entries of merchandise entered, or withdrawn from warehouse, for consumption on or after 08/27/2018 occurred with the publication of the ITC's final determination of investigation (84 FR 1785, 02/05/2019).

4. The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.
