1. COMMERCE HAS BEEN NOTIFIED THAT SHIPMENTS OF UZBEK ORIGIN
URANIUM LEFT ST. PETERSBURG, RUSSIA ON THE VESSEL "CM
FORTUNE" ON SEPTEMBER 29, 1997 AND ARRIVED AT THE PORT OF ST
LOUIS, MO ON DECEMBER 3, 1997. THE QUANTITY BEING
IMPORTED IS 25,473.3 KGU IN UF6 (66,225 LBS. U308).

2. COMMERCE HAS DETERMINED THAT NUKEM, INC., THE IMPORTER OF
RECORD, HAS SUBMITTED THE APPROPRIATE INFORMATION AND THAT
THIS SHIPMENT SHOULD BE PERMITTED TO ENTER THE UNITED
STATES, PROVIDED THAT CUSTOMS RECEIVES THE FOLLOWING IMPORT
DOCUMENTATION:

A. CERTIFICATIONS FROM THE IMPORTER OF RECORD STATING
THAT:

1) THE URANIUM BEING IMPORTED WAS NOT OBTAINED UNDER
ANY ARRANGEMENT, SWAP, EXCHANGE, OR OTHER TRANSACTION
DESIGNED TO CIRCUMVENT THE AGREEMENTS WITH KAZAKSTAN,
KYRGYZSTAN, THE RUSSIAN FEDERATION OR UZBEKISTAN; OR
THE ANTIDUMPING ORDER ON UKRAINE; OR THE EXPORT LIMITS
FOR URANIUM OF UZBEK ORIGIN ESTABLISHED BY THE OCTOBER
13, 1995 AMENDMENT TO THAT AGREEMENT;

2) THE ORE CONTAINING THE URANIUM BEING IMPORTED WAS
MINED IN UZBEKISTAN; AND

3) THIS SHIPMENT WILL BE USED ONLY FOR A SALE SUBJECT
TO THE CONDITIONS OF THE AGREEMENT SUSPENDING THE
ANTIDUMPING INVESTIGATION ON URANIUM FROM UZBEKISTAN
AND WILL BE CONSUMED IN ACCORDANCE WITH SECTION II(F)
OF THE OCTOBER 13, 1995 AMENDMENT TO THE SUSPENSION
AGREEMENT;

B) TWO UZBEK EXPORT CERTIFICATES, INCLUDING ENGLISH
TRANSLATIONS; AND

C) AN EXPORT LICENSE, INCLUDING AN ENGLISH TRANSLATION,
AGAINST WHICH THE EXPORT CERTIFICATES WERE DRAWN.
