1. COMMERCE UNDERSTANDS THAT A SHIPMENT OF RUSSIAN URANIUM
ARRIVED AT THE PORT OF HOUSTON, TEXAS (IT HAD ORIGINALLY
BEEN SCHEDULED TO ARRIVE IN CAMDEN, NJ BUT THE DESTINATION
WAS CHANGED EN ROUTE)BY OCEAN CARRRIER "ATLANTIC RO-RO" ON
MARCH 16, 1998 AND IS COVERED BY 2 EXPORT CERTIFICATES
COVERING THE FOLLOWING VOLUMES: (EXPORT CERTIFICATE#1) IS
18016.471 KGU, WHICH IS EQUIVALENT TO 532594.96 LBS. U308
(127934.959 SWU); (EXPORT CERTIFICATE #2) IS 30021.639 KGU,
WHICH IS EQUIVALENT TO 887486.44 LBS. U308 (213183.660 SWU).

2. COMMERCE HAS DETERMINED THAT USEC, THE IMPORTER RECORD, HAS
SUBMITTED THE APPROPRIATE INFORMATION AND THAT THIS
SHIPMENT SHOULD BE PERMITTED TO ENTER THE UNITED STATES,
PROVIDED THAT CUSTOMS RECEIVES THE FOLLOWING IMPORT
DOCUMENTATION:

A) A CERTIFICATION FROM USEC WHICH STATES THAT THE URANIUM
PRODUCT BEING IMPORTED WAS NOT OBTAINED UNDER ANY
ARRANGEMENT, SWAP, EXCHANGE, OR OTHER TRANSACTION
DESIGNED TO CIRCUMVENT THE AGREEMENTS WITH KAZAKSTAN,
KYRGYZSTAN, THE RUSSIAN FEDERATION, AND UZBEKISTAN AS
AMENDED AND THE ANTIDUMPING ORDER ON URANIUM FROM
UKRAINE;

B) 2 CERTIFICATES FOR EXPORT;

C) 1 EXPORT LICENSES BOTH IN ENGLISH AND RUSSIAN; AND

D) 2 CERTIFICATIONS FROM MINATOM THAT THE IMPORTED LEU WAS
DERIVED FROM HEU IN EXISTENCE AT THE TIME OF THE
SIGNING OF THE AGREEMENT AND THAT THE PRODUCT BEING
SHIPPED WAS CONVERTED TO URANIUM HEXAFLUORIDE IN THE
RUSSIAN FEDERATION.
