1. On 03/14/2018, Commerce published in the Federal Register the Notice of Court Decision Not in Harmony with the Amended Final Determination of the Countervailing Duty Investigation in the countervailing duty investigation of heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Turkey (83 FR 11174).

2. As a result of the CIT's final decision, we amended certain cash deposit rates for heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Turkey entered, or withdrawn from warehouse, for consumption on or after 02/12/2018, the effective date of the Court decision. The amended cash deposit requirements are as follows:

Producer and/or Exporter: Ozdemir Boru Profil San ve Tic. Ltd Sti.
Case number: C-489-825-002
Amended Rate: 14.66%

Producer and/or Exporter: All Others
Case number: C-489-825-000
Amended Rate: 12.36%

3. Instructions for granting a request for a refund on any overcollection or for collecting additional deposits will be issued in a separate message.

4. These cash deposit requirements shall remain in effect until further notice.

5. Do not liquidate any entries of the merchandise covered by the administrative review until specific liquidation instructions are issued.
