1. On 02/09/2018, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain cased pencils from the People's Republic of China (A-570-827) for the period 12/01/2015 through 11/30/2016. This SI was issued in connection with court number 18-00024.

2. This SI enjoins liquidation of entries exported by Ningbo Homey Union Co., Ltd., and imported by Prime Time Commerce, LLC, that were the subject to Certain Cased Pencils from the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016, 83 FR 3112, dated 01/23/2018, that were entered, or withdrawn from warehouse, for consumption during the period 12/01/2015 through 11/30/2016.

3. Effective 02/09/2018, no liquidation may be made for entries referred to in paragraph 2. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. Pursuant to the language of the SI, any entries inadvertently liquidated after 02/09/2018, but before the injunction is fully implemented by CBP, shall be promptly returned to unliquidated status and suspended in accordance with the injunction

4. Effective immediately, CBP is instructed to follow the terms of the SI.

5. The SI applies to the liquidation instructions in message number 8038303, dated 02/07/2018.
