1. ON SEPTEMBER 4, 1996, THE DEPARTMENT OF COMMERCE (THE
DEPARTMENT) PUBLISHED IN THE FEDERAL REGISTER THE ANTIDUMPING
DUTY ORDER ON LNPP FROM GERMANY (61 FR 46623). AS NOTED IN THE
ANTIDUMPING DUTY ORDER, THE SCOPE OF THE ORDER ENCOMPASSES
ELEMENTS (I.E., PARTS AND SUBCOMPONENETS) OF A LNPP SYSTEM,
ADDITION, OR COMPONENT, WHICH TAKEN ALTOGETHER, CONSTITUTE AT
LEAST 50 PERCENT OF THE COST OF MANUFACTURE OF ANY OF THE FIVE
MAJOR LNPP COMPONENTS OF WHICH THEY ARE A PART.

2. ON JANUARY 7, 1998, WE RECEIVED A REQUEST FOR A SCOPE
INQUIRY FROM KOENIG & BAUER-ALBLERT AG AND KBA-MOTTER CORPORATION
(KBA). IN ITS SCOPE INQUIRY REQUEST, KBA REQUESTED THAT THE
DEPARTMENT PRELIMINARY DETERMINE THAT THE FOLLOWING PARTS OR
ELEMENTS ARE OUTSIDE OF THE SCOPE OF THE ORDER ON LNPP FROM
GERMANY:

ALL OF THE PARTS OR ELEMENTS IMPORTED FOR USE IN THE PRODUCTION
OF SIX SPLIT ARM REEL TENSION PASTERS

3. THE DEPARTMENT HAS PRELIMINARY DETERMINED THAT THESE PARTS
OR ELEMENTS CONSTITUTE LESS THAN 50 PERCENT OF THE COST OF
MANUFACTURE OF THE REEL TENSION PASTERS OF WHICH THEY WILL BE A
PART AND, THUS, ARE OUTSIDE THE SCOPE OF THE ORDER. ACCORDINGLY,
CUSTOMS IS INSTRUCTED TO SUSPEND LIQUIDATION OF THE
AFOREMENTIONED ENTRIES AT A ZERO CASH DEPOSIT RATE.

THESE PARTS OR ELEMENTS ARE BEING ENTERED UNDER COMMISSION
NUMBER "961910C". THIS COMMISSION NUMBER IS UNIQUE TO THESE

PARTS OR ELEMENTS AND WILL APPEAR ON THE INVOICE THAT IS
PRESENTED TO CUSTOMS. ACCORDINGLY, THE CUSTOMS SERVICE SHOULD
SUSPEND LIQUIDATION AT A ZERO CASH DEPOSIT RATE FOR ALL LNPP
PARTS OR ELEMENTS ENTERED BY KBA WITH A COMMISSION NUMBER OF
"961910C" ON THE INVOICE PRESENTED TO THE CUSTOMS SERVICE.

4. IF THERE ARE ANY QUESTIONS REGARDING THIS MATTER BY CUSTOMS
OFFICERS, PLEASE CONTACT VIA E-MAIL, THROUGH THE APPROPRIATE
SUPERVISORY CHANNELS, IMPORT OPERATIONS, ANTIDUMPING/
