On 01/23/2018, Commerce published in the Federal Register its preliminary affirmative determination, critical circumstances determination, and alignment of its final determination in the countervailing duty investigation of stainless steel flanges from India from 04/01/2018 until no later than 05/28/2018, thereby aligning it with the due date for the final determination in the antidumping duty investigation of stainless steel flanges from India (83 FR 3118).

Because Commerce determined that critical circumstances exist for imports of stainless steel flanges from India from the producers and/or exporters listed below, CBP shall suspend liquidation of all appropriate entries of stainless steel flanges from India that are entered, or withdrawn from warehouse, for consumption on or after 10/25/2017, which is 90 days before the date of publication of the preliminary determination in the Federal Register.
Effective 10/25/2017, for entries of stainless steel flanges from India from the producers and/or exporters listed below, CBP shall require a cash deposit equal to the subsidy rates for the following companies:
Producer and/or Exporter: All Others

Subsidy rate: 5.00%
Producer and/or Exporter: Bebitz Flanges Works

Subsidy rate: 239.61%
