1. On 01/09/2018, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on multilayered wood flooring from the People's Republic of China (China) (A-570-970) for the period 05/26/2011, until 11/30/2015. This PI was issued in connection with court number 12-00020.

2. This PI enjoins liquidation of entries which were entered, or withdrawn form warehouse, for consumption on or after May 26, 2011, until November 30, 2015; and were the subject of the administrative proceeding published as Multilayered Wood Flooring From the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value, 76 Fed. Reg. 64,318 (Dep't Commerce Oct. 18. 2011) (“Final Determination”); and were exported from the People's Republic of China to the United States by Changzhou Hawd Flooring Co., Ltd.; Dunhua City Jisen Wood Industry Co., Ltd.; Dunhua City Dexin Wood Industry Co., Ltd.; Dalian Huilong Wooden Products Co., Ltd; Kunshan Yingyi-Nature Wood Industry Co., Ltd.; and Karly Wood Product Limited; and remain unliquidated as of 5:00 pm on the business day on which the court enters this Order.

3. Effective 1/9/2018 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00pm 1/9/2018. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. The PI applies to the liquidation instructions in message number 5219301, dated 08/07/2015, as corrected in message number 5246303 dated 09/03/2015, and message number 7178305 dated 06/27/2017, as corrected in message number 7257306 dated 09/14/2017.
