1. On 12/01/2017, in response to a request by Simpson Strong-Tie, Commerce issued a final scope determination that split drive anchors which Simpson Strong-Tie imports is within the scope of the antidumping duty order on certain steel nails from the People's Republic of China (A-570-909).

2. The products applicable to this scope ruling are countersunk split drive and duplex split drive anchors imported by Simpson Strong-Tie. Because the imported product is within the language of both the scope and the ITC description of subject merchandise, we found that split drive anchors are within the scope of the order.

3. Accordingly, CBP should suspend (or continue to suspend, as appropriate) liquidation of entries of certain steel nails from the People's Republic of China, including split drive anchors imported by Simpson Strong-Tie described above.

Where entries of Simpson Strong-Tie's certain steel nails from the People's Republic of China, including split drive anchors, have not already been suspended, CBP should suspend liquidation of entries of split drive anchors from the People's Republic of China subject to the antidumping duty order on certain steel nails from the People's Republic of China effective 08/07/2017, which is the date of initiation of the scope inquiry.
