1. On 09/05/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain crystalline silicon photovoltaic products from Taiwan (A-583-853) for the period 07/31/2014 through 01/31/2016. This PI was issued in connection with court number 17-00208.

2. This PI enjoins liquidation of entries which were subject to the final results of the administrative review published at Certain Crystalline Silicon Photovoltaic Products from Taiwan, 82 Fed. Reg. 31,555 (Int'l Trade Admin. July 7, 2017) (final results of antidumping duty admin. review; 2014-2016); were entered, or withdrawn from warehouse for consumption, during the period from July 31, 2014 through January 31, 2016; and were produced and/or exported by any of the following exporters: Sino-American Silicon Products Inc./ Solartech Energy Corp.; Motech Industries, Inc.; AU Optronics Corporation; EEPV CORP; E-TON Solar Tech. Co., Ltd.; Gintech Energy Corporation; Inventec Energy Corporation; Inventec Solar Energy Corporation; Kyocera Mexicana S.A. de C.V.; Sunengine Corporation Ltd.; TSEC Corporation; and Win Win Precision Technology Co., Ltd.

3. Effective 09/05/2017 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 09/05/2017. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. The PI applies to the liquidation instructions in message number 7212306, dated July 31, 2017; message number 7212304, dated July 31, 2017; and message number 7212309, dated July 31, 2017.
