1. On 08/14/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain hot-rolled flat-rolled carbon-quality steel products from the Russian Federation (Commerce A-821-809; Customs A-462-809) for the period 12/19/2014 through 11/30/2015. This PI was issued in connection with court number 17-00209.

2. This PI enjoins liquidation of entries which: (1) are subject to the administrative determination in Certain Hot-Rolled Carbon Steel Flat Products from the Russian Federation: Final Results of Antidumping Duty Administrative Review; 2014-2015, 82 Fed. Reg. 31559 (July 7, 2017); (2) were produced and/or exported by: Severstal Export GmbH (Severstal Export) and PAO Severstal (Severstal PAO); (3) were entered or withdrawn from warehouse, for consumption, between December 19, 2014 through November 30, 2015 inclusive; and (4) remain unliquidated as of 5:00 PM on August 14, 2017.

3. Effective 08/14/2017 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 08/14/2017. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. The PI applies to the liquidation instructions in message number 7209308, dated 07/28/2017.
