1. COMMERCE UNDERSTANDS THAT A SHIPMENT OF UZBEK-ORIGIN URANIUM
LEFT ST. PETERSBURG, RUSSIA, ON THE VESSEL "OOCL" ON JULY
22, 1997, AND IS EXPECTED TO ARRIVE AT THE PORT OF ST.
LOUIS, MISSOURI, ON AUGUST 10, 1997. THE QUANTITY OF THIS
SHIPMENT IS 38,588.5 KGU IN U3O8 (100,322 LBS. U3O8). THE
DECLARED VALUE IS $1,442,630.36.

2. COMMERCE HAS DETERMINED THAT NUKEM, INC., THE IMPORTER OF
RECORD, HAS SUBMITTED THE APPROPRIATE INFORMATION AND THAT
THIS SHIPMENT SHOULD BE PERMITTED TO ENTER THE UNITED
STATES, PROVIDED THAT CUSTOMS RECEIVES THE FOLLOWING IMPORT
DOCUMENTATION:

A) CERTIFICATIONS FROM THE IMPORTER OF RECORD STATING
THAT:

1) THE URANIUM BEING IMPORTED WAS NOT OBTAINED UNDER
ANY ARRANGEMENT, SWAP, EXCHANGE, OR OTHER TRANSACTION
DESIGNED TO CIRCUMVENT THE AGREEMENTS WITH KAZAKSTAN,
KYRGYZSTAN, THE RUSSIAN FEDERATION AND UZBEKISTAN, AS
AMENDED, AND THE ANTIDUMPING ORDER ON UKRAINE; AND

2) THE ORE CONTAINING THE URANIUM BEING IMPORTED WAS
MINED IN UZBEKISTAN; }

B) UZBEK EXPORT CERTIFICATES, INCLUDING ENGLISH
TRANSLATIONS; AND

C) AN EXPORT LICENSE, INCLUDING AN ENGLISH TRANSLATION,
AGAINST WHICH THE EXPORT CERTIFICATES WERE DRAWN.
