Title 19 U.S.C. 1520(a)(4) authorizes refunds prior to liquidation whenever an importer of record declares or it is ascertained that excess duties, fees, charges, or exactions have been deposited or paid.
In accordance with 19 U.S.C. 1520(a)(4), CBP is authorized to grant a refund, if requested by the importer, of cash deposits for entries of certain carbon and alloy steel cut-to-length plate from the Republic of Korea (A-580-887) from the entries listed in paragraph 4 below which were entered, or withdrawn from warehouse, for consumption during the period 04/04/2017 through 05/31/2017, the day prior to the AD order message (message 7152308, dated 06/01/2017), unless paragraph 5 applies.

The refund amount will be calculated by determining the difference between the amount of cash deposits paid as a result of the application of the final determination rate and the amount due as a result of the application of the amended final determination rate.

Shipments of certain carbon and alloy steel cut-to-length plate from the Republic of Korea entered, or withdrawn from warehouse, for consumption during the period 05/13/2017 through 05/22/2017, should be liquidated according to message 7152315 dated 06/01/2017 and are not subject to these refund instructions.

Do not liquidate entries of certain carbon and alloy steel cut-to-length plate from the Republic of Korea produced and/or exported by the entities listed in paragraph 4 above until specific liquidation instructions are issued.
7.
The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.
