1. On 05/22/2017, Commerce published in the Federal Register its final affirmative determination in the countervailing duty investigation of steel concrete reinforcing bar (rebar) from the Republic of Turkey (Turkey) (82 FR 23188).

2. The products covered by this investigation are described in message 6293304, dated 10/19/2016.

3. This investigation has been assigned investigation number C-489-830.

4. For imports of rebar from Turkey, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 05/22/2017. Effective 05/22/2017, CBP shall require, for such entries, a cash deposit equal to the subsidy rates for the following companies:

Producer and/or exporter: Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S.
Case number: C-489-830-001
Subsidy rate: 16.21%

Producer and/or exporter: All-Others
Case number: C-489-830-000
Subsidy rate: 16.21%

Note to CBP: There are currently no producers and/or exporters subject to the “All-Others” rate listed above. Excluding Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S., all other Turkish producers and/or exporters of rebar are currently subject to the existing countervailing duty order on rebar from Turkey, which is assigned the case number C-489-819. Therefore, in regard to this investigation number C-489-830, CBP should only collect cash deposits from Habas Sinai ve Tibbi Gazlar Istihsal Endüstrisi A.S., until instructed otherwise by Commerce.
