1. On 01/23/2017, in response to a request by ACCO Brands USA LLC (“ACCO”), Commerce issued a final scope determination that ACCO's overhead transparencies, which ACCO imports, are within the scope of the antidumping duty order on PET film from the People's Republic of China (A-570-924).

2. Because the imported products are overhead transparencies that are made from PET film that has a roughened surface layer created by corona treatment, and Commerce determined that such film does not meet the scope exclusion for PET film that has had at least one of its surfaces modified by the application of a performance-enhancing resinous or inorganic layer more than 0.00001 inches thick, Commerce found the products to be within the scope of the order. Commerce also determined that ACCO's overhead transparencies had not undergone such extensive processing that they would no longer be considered PET film. Specifically, Commerce found the following ACCO overhead transparencies to be within the scope of the order: VCG7060E-A (Alternate SKU 1857509009), VCG7070E-A (Alternate SKU 1857509318), 368095A (Alternate SKU 718103163231), 1857509318 (Alternate SKU VCG7070E-A), VPP100CE-A (SKU 185750922), 1857509222 (Alternate SKU V09222), and 1857509209 (Alternate SKU V09209).

3. Continue to suspend liquidation of entries of PET film from the People's Republic of China, including the overhead transparencies imported by ACCO described above, subject to the antidumping duty order on PET film from the People's Republic of China.
