RE: SUPPLEMENTAL INSTRUCTIONS FOR SUSPENSION AGREEMENT ON
URANIUM FROM KAZAKHSTAN (A-463-402)


1. COMMERCE HAS RECEIVED WORD THAT TWO SHIPMENTS OF
KAZAKHSTANI URANIUM ARRIVED IN THE UNITED STATES AT SAVANNAH,
GEORGIA ON OR AROUND OCTOBER 2, 1995. SOUTHERN CROSS SERVICES IS
THE IMPORTER OF RECORD FOR THESE SHIPMENTS. THE FIRST SHIPMENT
CONTAINS APPROXIMATELY 155,405 LBS U308 OF KAZAKHSTANI URANIUM.
THE SECOND SHIPMENT CONTAINS APPROXIMATELY 60,000 LBS U308 OF
KAZAKHSTANI URANIUM.

2. COMMERCE HAS DETERMINED THAT THE GOVERNMENT OF KAZAKHSTAN HAS
SUBMITTED THE APPROPRIATE INFORMATION AND THAT THIS SHIPMENT
SHOULD BE PERMITTED INTO THE UNITED STATES, PROVIDED THAT CUSTOMS
RECEIVES THE RELEVANT IMPORT DOCUMENTATION AND THE FOLLOWING
ORIGINAL CERTIFICATIONS:

A) A CERTIFICATION FROM THE IMPORTER THAT THE URANIUM BEING
IMPORTED WAS NOT OBTAINED UNDER ANY ARRANGEMENT, SWAP,
EXCHANGE, OR OTHER TRANSACTION DESIGNED TO CIRCUMVENT THE
AGREEMENTS WITH KAZAKHSTAN, KYRGYZSTAN, RUSSIA, OR
UZBEKISTAN; THE ANTIDUMPING ORDER ON UKRAINE; OR THE
EXPORT LIMITS FOR URANIUM OF KAZAKHSTANI ORIGIN
ESTABLISHED BY THE MARCH 27, 1995,AMENDMENT TO THAT
AGREEMENT;

B) CERTIFICATE OF ORIGIN.

C) CERTIFICATE FOR EXPORT.
