1. On 10/03/2016, the U.S. Court of International Trade issued a temporary restraining order (TRO) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on multilayered wood flooring from the People's Republic of China (A-570-970) for the period 12/1/2013 through 11/30/2014. This TRO was issued in connection with court number 16-00145.

2. This TRO enjoins liquidation of entries which were entered, or withdrawn from warehouse, for consumption on or after December 1, 2013 until November 30, 2014; were the subject of the administrative proceeding published as Multilayered Wood Flooring from the People's Republic of China, 81 Fed. Reg. 46,899 (Dep't Commerce July 19, 2016)(final results); and were exported from the People's Republic of China to the United States by Shanghai Lairunde Wood Co., Ltd.

3. Effective 10/03/2016 (the date the Court issued the TRO), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated starting 10/03/2016 until the date upon which this Court rules upon Armstrong Wood Products (Kunshan) Co., Ltd.'s Motion for a Preliminary Injunction (ECF Dkt. No. 16). Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the TRO.

5. The TRO applies to the liquidation instructions in message number 6230301, dated 08/17/2016.
