1. On 10/02/2026, Commerce initiated a circumvention inquiry to determine whether aluminum composite panels (ACPs) that consist of a low-density polyethylene core sandwiched and permanently bonded between two aluminum sheets (each with a thickness less than or equal to 0.2 mm), with a cumulative ACP thickness of 6.3 mm or less, but greater than 0.2 mm and manufactured from 1100 alloy, produced by Shanghai Alumetal Decorative Material Co. (Alumetal) in the People's Republic of China (China) (inquiry merchandise) are covered by the scope of the antidumping and countervailing duty orders on common alloy aluminum sheet from China (A-570-073; C-570-074). Continue to suspend liquidation of entries of inquiry merchandise that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on common alloy aluminum sheet from China at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
