On 6/24/2026, Commerce issued a final scope ruling that the 61 models of new pneumatic radial light truck tires imported by Transamerica Tire Co., Ltd. (Transamerica) are covered by the scope of the antidumping and countervailing duty orders on passenger vehicle and light truck (PVLT) tires from the People's Republic of China (China) (A-570-016, C-570-017).

Specifically, Commerce determined that the 61 models of new pneumatic radial light truck tires imported by Transamerica are covered by the scope of the orders because they contain an "LT" suffix in their sidewall markings which is dispositive under the plain language of the scope.

This final scope ruling is applicable only to merchandise imported by Transamerica.
6a.
Continue to suspend liquidation of entries of the 61 tire models covered by the ruling already subject to the suspension of liquidation under the antidumping and countervailing duty orders on PVLT tires from China at the cash deposit rates in effect on the date of entry in accordance with message 5324405, dated 11/20/2025.
6b. For all entries of the 61 tire models covered by the ruling not already subject to the suspension of liquidation, CBP should suspend liquidation of:
(i) shipments entered, or withdrawn from warehouse, for consumption on or after 09/24/2025, and (ii) shipments entered, or withdrawn from warehouse, for consumption on or after November 4, 2021.
CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry.

Entries of products covered by paragraph 6 should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
