On 09/01/2026, Commerce initiated a circumvention inquiry to determine whether spray-foam systems, completed in Thailand, using alkyl phosphate esters manufactured in the People's Republic of China are covered by the scope of the antidumping/countervailing duty orders on alkyl phosphate esters from the People's Republic of China (A-570-894, C-570-169).

Continue to suspend liquidation of entries of spray-foam systems completed in Thailand using Chinese-origin alkyl phosphate esters that are already subject to the suspension of liquidation under the antidumping/countervailing duty orders on alkyl phosphate esters from the People's Republic of China at the cash deposit rate(s) in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
