On 07/23/2026, Commerce initiated a scope inquiry on whether two part spray-foam systems containing one side with alkyl phosphate esters of 20 percent or greater by weight, either when the side containing alkyl phosphate esters is imported separately or together with the other side of the two part spray-foam system, are covered by the scope of the antidumping and countervailing duty orders on certain alkyl phosphate esters from China (A-570-168; C-570-169). See 91 FR 46404. 2. Continue to suspend liquidation of entries of two part spray-foam systems containing one side with alkyl phosphate esters of 20 percent or greater by weight, either when the side containing alkyl phosphate esters is imported separately or together with the other side of the two part spray-foam system, that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on certain alkyl phosphate esters from China at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
