1. On 07/11/2016, in response to a request by Adams Thermal Systems, Inc., Commerce issued a final scope determination that Adams Thermal Systems, Inc.' s certain fittings and related products for engine cooling systems (i.e., certain fittings for oil coolers, certain fittings for condensers, certain fittings for radiators, a plug for an oil cooler, a mounting pin for an oil cooler, and a fastener for an oil cooler) which Adams Thermal Systems, Inc. imports are within the scope of the countervailing duty order on aluminum extrusions from the People's Republic of China (C-570-968).

2. Because the imported products are completed aluminum extrusion products that do not require further finishing or fabrication at the time of entry, and that are comprised solely of aluminum and do not have both non-aluminum extrusions and aluminum extrusion components, the products do not meet the exclusion criteria for finished merchandise. Therefore, Commerce found these products to be within the scope of the order.

3. Continue to suspend liquidation of entries of aluminum extrusions from the People's Republic of China, including Adams Thermal Systems, Inc.'s certain fittings and related products for engine cooling systems (i.e., certain fittings for oil coolers, certain fittings for condensers, certain fittings for radiators, a plug for an oil cooler, a mounting pin for an oil cooler, and a fastener for an oil cooler) imported by Adams Thermal Systems, Inc. described above, subject to the countervailing duty order on aluminum extrusions from the People's Republic of China.
