On 06/17/2026, Commerce issued a preliminary scope ruling that precision-machined stainless-steel ring-shaped components are covered by the scope of the antidumping and countervailing duty orders on stainless steel flanges from India (A-533-877/C-533-878).
The ring-shaped components are elements of measurement instruments, made of various metals, that house, reinforce, align, and connect various instrument parts.
The products are circular forged-metal components that contain evenly spaced bolt-hole patterns around the outer diameter, machined sealing or gasket-contact surfaces, and a machined center portion that may be bored, recessed, or otherwise customized to meet a customer's application to house proprietary components, becoming part of a measurement instrument.
Pradeep's ring-shaped components contain any one or a combination of the features listed below, which are identifiable on the product at time of importation:
1. non-standard bore, unfit for a pipe (common to all ring-shaped components);
2. non-standard hub;
3. precision grooves on hub surface or inside bore;
4. threads inside the bore for measurement instrument parts;
5. stepped grooves on surface of the neck;
6. stepped grooves on connection surface;
7. non-standard chamfering around the bore;
8. thread in bolt holes;
9. tapped holes on surface;
10. conical step on center hole;
11. non-standard length of the neck.

Specifically, Commerce preliminarily determined that precision-machined stainless-steel ring-shaped components that are described in paragraph 1 above are covered by the scope of the orders because these products retain the same physical characteristics of blind flanges expressly identified in the scope and are forged stainless-steel flange components manufactured to ASME B16.5 requirements that are designed to match and mate with standard flanged systems.

This preliminary scope ruling is applicable to merchandise, as described above, imported by Pradeep Metals Limited.

Continue to suspend liquidation of entries of precision-machined stainless-steel ring-shaped components that are already subject to the suspension of liquidation in accordance with message 5238414, dated 08/26/2025.

For all entries of precision-machined stainless-steel ring-shaped components not already subject to the suspension of liquidation, CBP should suspend liquidation of:
(i) shipments entered, or withdrawn from warehouse, for consumption on or after 8/18/2025, and (ii) shipments entered, or withdrawn from warehouse, for consumption on or after 11/04/2021.
CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry.

Entries of products covered by paragraphs 4 and 5 should not be liquidated until specific liquidation instructions are issued.
Any such entries that are set for liquidation must be unset immediately.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
