On 05/19/2016, in response to a request by Westlake Vinyls Company (Westlake), Commerce issued a preliminary scope determination that Westlake's circular welded austenitic stainless pressure pipe from the People's Republic of China which Westlake imports as components of its pipe spools are within the scope of the antidumping duty order on circular welded austenitic stainless pressure pipe from the People's Republic of China (A-570-930).

Because the imported products (the pipe spools) contain components that meet the language of the scope of the antidumping duty order, i.e. that the relevant components are circular welded austenitic stainless pressure pipe meeting the dimensional criteria and fastening method, and are standard pipes, all as referenced in the scope of the order, Commerce preliminarily found this particular component of the pipe spools to be within the scope of the order on circular welded austenitic stainless pressure pipe from the People's Republic of China.

3. Continue to suspend liquidation of entries of circular welded austenitic stainless pressure pipe from the People's Republic of China, including Westlake's circular welded austenitic stainless pressure pipe that are components of pipe spools imported by Westlake described above, subject to the antidumping duty order on circular welded austenitic stainless pressure pipe from the People's Republic of China.
