1. On 05/18/2026, Commerce issued a preliminary determination that vertical shaft engines with model numbers 5C65M0 and BC70M0 produced by Chongqing Zongshen General Power Machine Co., Ltd. (Zongshen) in, and exported from, the People's Republic of China (China) are circumventing the antidumping and countervailing duty orders on
certain vertical shaft engines between 99cc and 225cc, and parts thereof (small vertical shaft engines) from China (A-570-124; C-570-125).

Specifically, Commerce preliminarily determined that vertical shaft engines with model numbers 5C65M0 and BC70M0 produced by Zongshen in, and exported from, China are covered by the scope of the orders because they constitute later-developed merchandise.

This preliminary circumvention determination is applicable only to merchandise produced and exported by Zongshen.
4.
Suspension of Liquidation
4a.
Continue to suspend liquidation of entries of vertical shaft engines with model numbers 5C65M0 and BC70M0 produced by Zongshen in China that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on small vertical shaft engines from China in accordance with message 5198403, dated 07/17/2025.
4b.
For all entries of products covered by the determination not already subject to the suspension of liquidation, CBP shall suspend liquidation, of shipments entered, or withdrawn from warehouse, for consumption on or after 07/11/2025.
CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry.
4c.
Entries of products covered by subparagraphs 4a and 4b should not be liquidated until specific liquidation instructions are issued.
Any entries which are set for liquidation must be unset immediately.

In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
