1. On 05/11/2026, Commerce initiated a scope inquiry on whether freight rail couplers and parts thereof (FRC) described in the following scenarios are covered by the scope of the antidumping and countervailing duty orders on freight rail couplers from China and Mexico (A-570-145, C-570-146, A-201-857): 1a. Completing or assembling FRCs in Mexico comprised of Chinese FRC parts/components and entering the completed merchandise into the United States; 1b. Completing or assembling FRCs in Mexico comprised of Chinese FRC parts/components and Mexican FRC parts/components and entering the completed merchandise into the United States; 1c. Completing or assembling FRCs in Mexico comprised of Chinese and/or Mexico-origin FRC parts/components and non-subject FRC parts/components from countries other than China and Mexico; and 1d. Attaching/mounting Chinese or Mexican FRCs to Mexican freight railcars and entering the railcar into the United States. 2. Continue to suspend liquidation of entries of freight rail couplers and parts thereof that are described at paragraphs 1a through 1d of this message and that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on freight rail couplers and parts thereof from China and Mexico at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
