1. On 05/10/2016, in response to a request by Eccolo, Ltd., Commerce issued a final scope determination that flexible covered paperboard journals which Eccolo, Ltd. imports are within the scope of the antidumping duty order on certain lined paper products from the People's Republic of China (A-570-901).

2. Because the imported product is constructed with a cover stock material that is made of several layers and is 0.020 to 0.025 inches in thickness, we determined that the cover stock does not meet the definition of “binders board.” Accordingly, Commerce found this product to be within the scope of the order because the imported product does not meet the exclusion criteria in the scope for “printed books and other books that are case bound through the inclusion of binders board, a spine strip, and cover wrap.”

3. Continue to suspend liquidation of entries of certain lined paper products from the People's Republic of China, including flexible covered paperboard journals imported by Eccolo, Ltd. described above, subject to the antidumping duty order on certain lined paper products from the People's Republic of China.
