On 03/24/2026, Commerce issued a final scope ruling that wall standoffs and components thereof imported by HTM MBS LLC (MBS) are covered by the scope of the antidumping/countervailing duty orders on Aluminum Extrusions from the People's Republic of China (A-570-967/C-570-968). Wall standoffs are a collection of extruded aluminum fasteners that are used to attach media at a fixed distance from a mounting surface. Wall standoffs consist of a head with a permanently attached externally threaded shank, an open-ended internally threaded aluminum barrel, and silicon washers. If imported separately, the internally threaded cap is open at one end and attaches to the internally threaded barrel via an externally threaded rod. Wall standoffs and components thereof are imported in a variety of materials, types, shapes, sizes, colors, and finishes.[J(1.1][YB1.2] [TT2.1] 2. Specifically, Commerce determined that wall standoffs and components thereof imported by MBS are covered by the scope of the Orders because the record shows that they are composed of 6xxx-series aluminum extrusion components that are fabricated through processes expressly included in the Orders (e.g., machining, threading, and anodizing). The products consist of extruded aluminum parts assembled into installation hardware, and the scope covers such subassemblies regardless of function. 3. This final scope ruling is applicable only to merchandise imported by MBS. 4a. Continue to suspend liquidation of entries of wall standoffs and components thereof already subject to the suspension of liquidation under the antidumping/countervailing duty orders on Aluminum Extrusions from the People's Republic of China at the cash deposit rate(s) in effect on the date of entry in accordance with message 5099401, dated 04/09/2025, and message 5246411, dated 09/03/2025. 4b. For all entries of wall standoffs and components thereof not already subject to the suspension of liquidation, CBP should suspend liquidation of: (i) shipments entered, or withdrawn from warehouse, for consumption on or after 03/21/2025, and (ii) shipments entered, or withdrawn from warehouse, for consumption on or after 11/04/2021 CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry. 5. Entries of products covered by paragraph 4 should not be liquidated until specific liquidation instructions are issued. 6. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 7.
