1. On 04/01/2016, the U.S. Court of International Trade issued a temporary restraining order (TRO) and a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on large power transformers from the Republic of Korea (A-580-867) for the period 08/01/2013 through 07/31/2014. These documents were issued in connection with court number 16-00054.

2. The TRO and PI both enjoin liquidation of entries of large power transformers from the Republic of Korea which were the subject of the administrative determination published as Large Power Transformers from the Republic of Korea: Final Results of Antidumping Duty Administrative Review; 2013-2014, 81 FR 14087 (March 16, 2016); produced and exported by Hyosung Corporation, produced and exported by Hyundai Heavy Industries Co., Ltd., or produced and/or exported by ILJIN, ILJIN Electric Co., Ltd., or LSIS Co., Ltd.; and were entered, or withdrawn from warehouse, for consumption on or after August 1, 2013, through July 31, 2014.

3. Effective 04/01/2016 (the date the Court issued the TRO/PI), no liquidation of the entries referred to in paragraph 2 may be made for entries which remain unliquidated as of 3:35pm of 04/01/2016. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Pursuant to the terms of the PI, no liquidation of the entries referred to in paragraph 2 may be made for entries which remain unliquidated as of 3:35pm of 04/01/2016.

5. Effective immediately, CBP is instructed to follow the terms of the TRO and PI.

6. Liquidation instructions for entries affected by this TRO and PI have not yet been issued.
