1. On 12/28/2015, Commerce published in the Federal Register its preliminary affirmative determination and alignment of its final determination in the countervailing duty investigation of heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Turkey from 03/02/2016 until no later than 05/02/2015, thereby aligning it with the due date for the final determination in the antidumping duty investigation of heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Turkey (80 FR 80749).

2. The products covered by this investigation are described in message 5230304 dated 08/18/2015.

3. This investigation has been assigned investigation number C-489-825.

4. For imports of heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Turkey, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 12/28/2015. Effective 12/28/2015, CBP shall require, for such entries, a cash deposit equal to the subsidy rates for the producers and/or exporters listed below:
