Re: Statutory injunction on heat sinks from The People's Republic of China for IPG Photonics Corporation for the period after 05/26/2011 (A-570-967; C-570-968, Third-Country Numbers: A-201-994; A-247-901; A-552-998; C-201-995; C-247-902; C-552-999), court number 25-00212 1. On 12/08/2025, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping and countervailing duty orders on aluminum extrusions from the People's Republic of China (A-570-967; C-570-968) for the period after 05/26/2011. This SI was issued in connection with court number 25-00212. 2. This SI enjoins liquidation of any unliquidated entries of IPG Photonics Corporation's Heat Sink Models CM513100000100ZG, CMUS0009602XXXXU, CMUS0014756XXXXU, and CMUS0015888XXXXU from China; that were produced by Tianjin and imported by IPG Photonics Corporation; that were the subject of the United States Department of Commerce's final scope ruling in Aluminum Extrusions from the People's Republic of China: Final Scope Ruling on IPG Photonics Corporation's Heat Sinks (August 27, 2025); that were entered, or withdrawn from warehouse, for consumption after May 26, 2011. 3. Effective 12/08/2025 (the date the Court issued the SI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 12/08/2025. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued. 4. Effective immediately, CBP is instructed to follow the terms of the SI. 5. Commerce previously instructed CBP to continue suspension of liquidation of certain heat sinks imported by IPG Photonics Corporations that are subject to the antidumping duty and countervailing duty orders on aluminum extrusions from the People's Republic of China.
