On 11/26/2025, Commerce initiated a scope inquiry on whether plate blanks produced by Hunan Kunding CNC Technology Co., Ltd. for telescopic boom lifts, are covered by the scope of the antidumping and countervailing duty orders on mobile access equipment and subassemblies from the People's Republic of China (A-570-139; C-570-140). Plate blanks are pieces of steel plates of different steel grades, thickness, shapes, and sizes, welded together to form the basic steel frame (or weldments) of the three main subassemblies of a telescopic boom lift (a type of mobile access equipment): chassis assembly, turntable assembly, and boom assembly.

Continue to suspend liquidation of entries of telescopic boom lift plates produced Hunan Kunding CNC Technology Co., Ltd. that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on mobile access equipment and subassemblies from the People's Republic of China at the cash deposit rate(s) in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
